FIRST: WHAT IS HAPPENINGTO COMMUNITY SPEEDWATCH ?
The date of the change – December 6th 2021 is fast approaching. We are trying to carry out as many as possible on our list, before that date.
WHAT IS THE PROCEDURE FROM DECEMBER 6TH ?
From that date, the Police will no longer be involved in Community SpeedWatch – ‘CSW’. It will then be managed by each individual road itself.
WHAT WILL YOU NEED TO DO, IF YOU FEEL YOUR ROAD IS A RAT RUN / HAS SPEEDING CARS ?
Get together and create a ‘CSW Exec Group’ for your road and appoint a ‘co-ordinator’.

The Co-ordinator registers online their decision to be set up to carry out CSWs and enters the names of the Exec Group
The website asks the co-ordinator to click on the internal link to ‘Google StreetView’.
The Co-ordinator uploads images of the road they wish to target in both directions and the spot from which to carry out the CSW.
The Admin of the website, carries out a Risk Assessment of the site and either approves of rejects the CSW proposal. Some roads are simply not suitable for a CSW if there are bends and twists ‘ or it would be dangerous for residents to stand there.
If approved, the website Admin offers to loan the co-ordinator a ‘Bushnell Hand held Speed Indicator Device’, Hi Viz jackets and warning street signs, for a period of 6 months. The PCC has purchased 50 sets of equipment, which will be loaned on a first come first served basis. If none are available the Bushnell - Velocity Speed Gun - Grey - Point & Shoot +/- 1 MPH – 101911 is inexpensive and is available from large online major retailers.
Once equipped and approved, the CSW Exec Group can carry out as many CSWs as they wish, as often as they wish.
The website also contains a link to the BBC weather forecast. To assist groups to plan in advance.
The actual CSW, requires a minimum of two people though a couple more are useful. There is a spreadsheet in the website for operators to download.
One person operates the Bushnell and reads out the speeds of the cars, indicated on the device. A second person has the hardest job – hence perhaps more people required. The spreadsheet requires the date, time and location of the CSW. There are boxes for details of the speeding car. The make, model, colour, index and of course the excess speed. As you can see, you need someone – perhaps two people to do this – and they need to have some idea of car manufacturer and model identification.
At the end of the CSW, the co-ordinator receives the spreadsheet and enters the data, directly into the website.
The website automatically searches PNC for the details of the registered owner and creates the appropriate letter, which is sent by the police.
There are several potential letters. If this was the first time the car was identified, they get letter one – educational. The system keeps a record of all letters sent. If the car is caught twice – and that is anywhere in the country – they get a much sterner letter and we may consider informing Traffic police.
If their speeding is considered excessive, the Website automatically informs the local police – who hand deliver the letter – with the appropriate message !
I hope this helps. It sounds complicated, but when working, is fairly simple and the software behind the website, is really simple to use and very well written.
In the pilots of the system. One factor did emerge – handwriting ! Often the detail entered into the website by the co-ordinator doesn’t match the description of any car. The Admin contacts the Co-ordinator, who explains the data was written down so quickly at busy times, they couldn’t read the handwriting and made a guess !!! Some times the make and model of the car again
