We want to transform Royal Borough Libraries in a way that responds to the changing needs in our communities and the positive changes and different delivery methods we’ve been able to experiment with in response to the pandemic.
We have undertaken a review of the service and have put forward proposals to reshape it in a way that builds on the good work already taking place in terms of digital development, community engagement and volunteering.
Libraries are a statutory service but it is up to local communities to determine how that service is delivered and how it should be shaped.
The financial pressures on the Council are now greater than ever and very difficult decisions have to be made in order for the council to deliver a balanced budget, which it is required to do by law. Council tax cannot be raised above a nationally set level without a local Referendum. In the light of this, the library service is required to make £292K in savings.
