FIRST: NOTTINGHAM KNOCKERS IN CENTRAL WINDSOR
We have this report from a vigilant member of the public:
A man knocked on the door of a house, claiming to be from ‘Helping Hands Prison Recall’. He is described as white, 30's, light brown, blonde hair, scruffy stubble, 5’ 8’’, wearing an Adidas Green T-shirt with orange shorts. He gave a sob story about working his way back into society and was selling cleaning products. He showed a red tag, but it was not clear, whether this was a ‘Pedlars licence’.
Let’s go over this again.
Anyone going door to door selling anything other than books or food, need to have a Pedlars Certificate. I have attached one to this message. It is a white form about 4 inches square.
These are issued by police forces across the country and can be used anywhere. They are only issued to ‘people of good character’. The police carry out a check in the Police National Computer database –The PNC. If the person has any criminal convictions, they will not be issued with a ‘Pedlars Certificate’.
Anything else they show you, has simply been made up and printed out from a computer and is not a legal document.
The minute they begin the sob story – you know – they don’t have a Pedlars Certificate. At that point – explain the NHW motto, that is used by everyone across the entire Thames Valley:
I am sorry, I do not buy goods and services at the door. Then politely, but firmly, close and lock the door.
DO NOT BUY ANYTHING FROM THEM, TO MAKE THEM GO AWAY.
Their role is to locate vulnerable residents easily parted from their money. By buying anything from them, even just to make them go away, means – YOU ARE EASILY PARTED FROM YOUR MONEY AND WILL GO ON A SUCCORS LIST, WHICH IS SOLD VIA PUBS AND PRISONS TO OTHER SCAMMERS !
Once on the list – it is very difficult to get off it !
We also have a report from a responsible resident report two men going around Warren Row Road, Warren Row, trying to sell garden furniture from a van, but no van was seen !!! The same rules apply as above.

We proactively contact police forces anytime a theft is reported in the press, to remind them of our services and how they can register, as we did to you on 6 Aug.
We are working on a ‘data sharing agreement’ across all UK police forces which would mean that all stolen watches are reported to us on a daily basis for registration on our database; however, it may be some years before this is implemented. As a result, we seek to establish a reliable process with each police force to maximise the number of theft reports to the ALR and therefore, the number of items that we can assist with locating, recovering and providing intelligence in relation to.
We normally suggest that, if possible, a dedicated staff member in each force collates information on stolen items, so that they can be shared with us. Watches, jewellery, artworks, antiques and collectibles can be. We are happy to receive information in whatever format is easiest for your force to share.
Please note that we would also be delighted to register stolen items from previous years that have not yet been recovered, so that we can start searching for them on the market and provide leads relating to the whereabouts of the items and their sellers. In case it is helpful.
For your information we are in partnership with SaferGems since 2018 and they share details with us of stolen watches that have been reported to them by police, so that we can locate them and assist police with the recovery.

I include this email, so that you are aware that if you have had valuable items stolen, you remind the attending officers to report them to Katya and Safer Gems.
If you have had valuable items stolen over the last few years, you could check with Katya that those items have been reported to her.
These sorts of registers, receive the auction catalogues from auctioneers across the whole of England who sell pre-owned watches / jewellery / valuable collectables. The catalogues are entered onto a computer which searches against all stolen items registered with them. If an item comes up with a matching serial number / description, they make contact with the auctioneers and the item is pulled until it’s provenance is established. They have been very successful. Thieves think that if they steal a Rolex watch in Windsor and sell it in Scotland, it will never be traced. This system deals with that !

He is described as: a white, wearing Black Air max trainers, a blue hoody, a very distinctive blue Jamaican/Rasta hat and black tracksuit bottoms. He is holding a package in his arm and a torch.
